when data isn't found, the follow up question regarding why is really odd. without contacting the locality/department, how would anyone know that? if you have to contact your gov to find out if they have data, its not open data in general. furthermore there is no guarantee they'll respond, or respond honestly. best method of getting response/action here comes post publishing the scores; then low scorers will react.
